Forester FRANCISCO E. MILLA, JR. is the 14th Regional Director of the Department of Environment and Natural Resources (DENR) in Central Luzon.
Prior to his appointment to Region III, he was the Regional Technical Director for Lands in CALABARZON (Region IV-A). He also served DENR Bicol (Region V) in various capacities as PENRO and Forest Management Specialist.
RD Milla received his B.S. Forestry from UP Los Banos as a BFD Scholar; his Bachelor of Laws from Aquinas University; and his Master in Public Administration with an Excellentissimus in Oral Revalida from the University of North Eastern Philippines (UNEP).
He completed a Post Graduate Course in Forestry for Rural Development at the International Institute for Aerospace Survey and Earth Sciences, The Netherlands.
RD Milla received trainings in the field of environmental management, policy, and executive leadership, including a Seminar on Green Development and Climate Change from the Academy of Macro-Economic Research in China; Foundation Course on Environmental Management from the Development Academy of the Philippines (DAP); Program for Executive Development, also from DAP; and ENR Management Course (CENRO Academy).
He was given the Distinctive Career Achievement Award as PENRO (DENR V) and Model Employee Award (DENR V), and the UPLB Alumni Leadership Award, among other awards and citations.
