Protected Areas, Wildlife, and Coastal Zone Management Service


This program deals with the management and conservation of an Integrated Protected Areas System, preservation of biological diversity and genetic resources, protection and conservation of wildlife sanctuaries and conservation and propagation of the endangered Philippine flora and fauna.

Protected Area Management

Protected area management starts with the identification and proclamation of areas as Protected Areas (PAs) under the National Integrated Protected Areas System or the NIPAS. This entails a 13-step process resulting in the issuance of a Republic Act for each individual site.

Individual management plan is prepared for each protected area to serve as guide in promoting the preservation of the area and to maintain its natural condition to the greatest extent possible. Part of the management plan is the subdivision of the protected area into management zones that allows areas of different characteristics to be managed differently. An important component of the plan is the protection of the resources found within these PAs.

Another important activity under this program is ecotourism development. As we ensure the protection and enhancement of our protected areas through sustainable management, we also promote the growth of our economy through viable and sustainable tourism known as ecotourism development. Ecotourism is defined as a form of sustainable tourism within a natural and cultural heritage area where community participation, protection and management of natural resources, culture and indigenous knowledge and practices, environmental education and ethics, as well as economic benefits are fostered and pursued for the enrichment of host communities and satisfaction of visitors. 

Biodiversity Conservation Program

This program deals with the preservation of biological diversity and genetic resources. Major activities under this program are: (1) cave conservation which is concerned with the conservation and sustainable management of caves and cave resources; (2) wetland conservation which deals with the management and protection of wetlands critical to biodiversity and water crisis; and (3) wildlife conservation and management which deals with the conservation and protection of wildlife resources and their habitats.

Priority activities that are currently being undertaken under the biodiversity conservation program include the monitoring of migratory bird habitats and possible ports of entry of illegally traded or smuggled wild birds to prevent outbreak of bird-flu virus inside Philippine territory.

Pawikan Conservation Project

The project is a response to conserve the dwindling marine turtle population in the country. It is responsible for the formulation and implementation of conservation and protection policies, management and propagation schemes and massive information and education program to ensure the survival and growth of the country's marine turtle resources. 

Coastal and Marine Resources Management

The program aims to integrate all efforts related to the protection, conservation and management of coastal resources with the participation of coastal communities and other stakeholders. It involves activities such as resources assessment, community organizing, resource protection, conservation and IEC.

The DENR, thru the Coastal Resource Management (CRM) Program, provides technical assistance to Local Government Units (LGUs) to build their capacities as partners in coastal resource management (CRM). Technical assistance is in the following areas: CRM planning, Participatory Coastal Resources Assessment (PCRA), coastal laws, mangrove management, and establishment of Municipal Coastal Database, among others. This results in the LGUs’ acceptance of CRM as one of their basic services.

The Integrated Coastal Resources Management Project (ADB LN 2311 PHI) aims to improve the management and condition of coastal and marine resources and biodiversity, and at the same time, help reduce poverty in coastal communities in the Philippines particularly in selected sites of Regions 2, 3, 5, 7, and 11.

Project components include policy formulation and institutional strengthening and development; coastal resource management (CRM) and biodiversity conservation; enterprise development and poverty reduction; and social services and small-scale infrastructure development for environmental protection. Likewise, the project aims at increasing environmentally friendly and gender-responsive economic opportunities to communities.

Expected outputs:

  • policy environment and legal framework for ICRM rationalized, institutionalized capacities strengthened, and governance improved;
  • ICRM institutionalized and functional at the local levels, and coastal ecosystems and resources in the threatened areas of biodiversity are protected and managed;
  • alternative and supplementary livelihood provided; and
  • health and social conditions in the coastal communities improved

Expected outcomes:

  • 10% improvement over baseline in fisheries resources and hard coral cover; 
  • 20% improvement in mangrove density of participating municipalities; and
  • 10% increase over baseline in fisherfolk household income (Year 7)

ICRMP is being implemented through the following components:

  • Component A: Policy and Institutional Strengthening & Development

In support of Executive Order 533 on Integrated Coastal Management (ICM), the Project shall develop an institutional framework for national and local government coordination of ICrM. The Project supports human and institutional development of DA, DENR and local governments as well as  identification and dissemination of a performance-based incentive and disincentive system towards a coastal management certification system.

  • Component B: ICRM and Biodiversity Conservation

This component promotes effective ICRMP practices, i.e. adaptive planning and budgeting, municipal water zoning, law enforcement, pollution control and environmental management, resource use licensing, and management of foreshores, beaches, and mangroves.

Participatory assessment is done for all coastal habitats while scientific assessment will be conducted in identified sites of high biodiversity. ICRM plans are developed and integrated into municipal planning process in order to protect and properly manage coastal ecosystems, especially in the selected threatened areas of high biodiversity.

The Project component entails strengthening of ICRM organizations for the sustainable protection and effective management of Marine Protected Areas (MPA); and establishment of the ICRM Centelivelrs to serve as hubs for biodiversity monitoring, research and training and demonstration activities as well as focal points for undertaking IEC campaigns in coordination wth on-going communication, education and public awareness program of the Convention of Biodiversity.

  • Component C: Enterprise Development and Income Diversification

The component aims at providing municipal fisherfolk with supplementary income and reducing their reliance on fishing by promoting environment-friendly sustainable enterprises and livelihood activities. Technical and institutional support are provided to undertake viable livelihood enterprise through the following: i) social preparation; ii) development and establishment of enterprise units in all the covered provinces; iii) training of fisherfolk on the technical and managerial aspects of enterprises; iv) assisting community groups in preparing bankable business plans and accessing credit facilities; v) developing partnerships between coastal communities and private entrepreneurs; and vi) promoting and developing ICRM-related ecotourism.

  • Component D: Social and Environmental Services & Facilities

This component addresses the basic social services needs of the disadvantaged coastal communities, and supports local government’s efforts to mitigate coastal pollution and degradation of resources.

The component follows a demand-driven approach, providing technical ad investment support to participating municipalities for improving water supply and sanitation, managing solid wastes, providing add-on school  classrooms and day-care centers, and mitigating coastal pollution ad erosion.

Development, Updating and Implementation of the Operational Plan for the Manila Bay Coastal Management Strategy

Central to this undertaking is the development, updating and implementation of the Operational Plan for the Manila Bay Coastal Management Strategy, pursuant to Supreme Court Decision with GR No. 171947-48.

The Supreme Court Decision of December 2008 and its Resolution dated 15 February 2011 ordered the immediate clean up and rehabilitation of Manila Bay. Fourteen (14) concerned government agencies were given a “continuing mandamus” to "clean up, rehabilitate, and preserve Manila Bay, and restore and maintain its waters to SB fit for swimming, skin diving, and other forms of contact recreation." They were also required to submit quarterly progress reports of their activities to the Supreme Court. 

Projects were henceforth implemented to address three urgent concerns for Manila Bay rehabilitation: (1) informal settlers along waterways; (2) solid waste management; and (3) liquid waste management. The Manila Bay Cleanup Project was prioritized. The Supreme Court specifically tasked the DENR to work closely with the Supreme Court's Manila Bay Advisory Committee (MBAC).

The Operational Plan for the Manila Bay Coastal Strategy (OPMBCS) shall guide the activities of the "mandamus agencies". Part of the OPMBCS is the preparation of Issue-based and Area-based action plans that shall focus on point and non-point sources of pollution; habitat and resources protection and conservation; and removal of barriers under partnerships and governance. Key Performance Indicators (KPI) were prescribed by the Supreme Court, though the mandamus agencies may add other KPIs as needed. 


1. Presentation of the Proposal to the Site Coordinating Committee (SCC3)

The Manila Bay Site Coordinating Committee (SCC) in Region 3 has approved and signed the Resolution No. 01-2010 entitled “Authorizing the DENR to Prepare a Proposal on the Establishment of Sewage Treatment Facility (STF) for Coastal Municipalities within Manila Bay in Region 3”.

The proposal has been presented in the SCC Quarterly Meeting for its endorsement to the Regional Development Council.

2. Memorandum of Agreement (MOA) Signing

A Memorandum of Agreement (MOA) has been prepared, presented and signed by the DENR, concerned local government units (LGUs) and other concerned agencies to identify the roles and responsibilities of all parties concerned.

  • As stated by the Joint Regional Memorandum Circle No. 2011 – 01 signed in by the Regional Executive Director Ricardo L. Calderon, CESO III, DENR – R-3, OIC- Regional Director, DPWH- R-3, and Regional Director, DILG – R-3,  below are the responsibilities of the DENR:

          - Invite  partner NGOs and industries to actively participate in the  cleanup activities;

          - Identify final disposal for the collected wastes during the cleanup activity in coordination with concerned LGUs;

          - Coordinate with DILG Provincial Offices for the assistance needed by the concerned LGUs; and

          - Provide the necessary technical assistance.
