Engineer Paquito Tumapang Moreno, Jr. is the 15th Regional Executive Director of the Department of Environment and Natural Resources (DENR) in Central Luzon.

Prior to his appointment to Region III, he was the OIC-Regional Director of DENR in Ilocos Region and was assigned by Environment Secretary Roy. A. Cimatu as the ground commander of Task Force Boracay, as well as the Director of National Task Force Mining Challenge.

RED Moreno started his career in the environment sector as a casual mining engineer in the Mines and Geosciences Bureau (MGB) of the Central Office.

He became an Environmental Management Specialist at the Environmental Management and Protected Areas Sector in Cordillera Administrative Region (CAR), where he was later designated as chief of the Environmental Impact Assessment Division.

He became the director of the Environmental Management Bureau (EMB) in DENR-CAR and was designated by Secretary Ramon P. Paje as the OIC-Regional Executive Director of DENR-CAR in 2013.

RED Moreno earned his post graduate courses, Masters in Management Engineering and Masters in Management, from the Asian Institute of Management (AIM). After his studies at AIM, he was appointed as the project manager of the World Bank-Global Environment Fund (WB-GEF).

He is a Career Executive Service Officer (CESO) III.
